STAMFORD, CT — An 18-year-old Clinton Avenue man is facing weapons and narcotics charges and he was given a $100,000 bond, said Police Capt. Richard Conklin.

Recently, narcotics and the organized crime division received information that a man known as "RJ" was carrying a gun in the rear lot of 186 West Main St., police said.

After a couple of weeks of investigation, police learned that "RJ" was Ryan Hines, 18, of Clinton Avenue, police said.

Police said Hines would often stand in the area of 180 West Main St. with other young men and deal drugs, and they believed that he either carried a gun on him or kept it inside a blue insulated cooler bag.

At 4 p.m. Wednesday, police learned that Hines was in possession of a gun, and they found a loaded handgun inside the cooler, police said.

Hines took off running and police pursued him before they lost him in the area of 72-80 Spruce St., police said.

Police also found a bottle with a bag containing 22 blue pills inside the cooler bag, along with Hines' driver's license and credit cards, police said.

A 15-year-old teen had the blade of a knife sticking out of his waistband and he struggled briefly with police before being taken into custody, police said. He was charged with carrying a dangerous weapon and interfering with police.

Later on Wednesday, Hines turned himself into police, and he is charged with carrying a pistol without a permit, altering a firearm's serial number, possession of narcotics, and possession of narcotics with intent to sell, and interfering with the police, police said.

Conklin said this was a "proactive arrest" by narcotics and the patrol division, and arrests like this go "toward keeping our community safe."
