Police: Two Stamford teens arrested during gun, drug bust

STAMFORD — Two city teens were arrested during a gun bust at a West Side parking lot known as a local hangout, according to police.

Capt. Richard Conklin said officers in Stamford Police Department’s Narcotics and Organized Crime squad recently received intel that Ryan “RJ” Hines, 19, often hung out at a parking lot located behind 186 West Main St. with a gun and narcotics in his possession.

After a couple weeks investigating the tip, Conklin said officers determined Hines routinely kept a gun on him, whether on his person or concealed in a blue cooler bag, where police claim he also kept narcotics.

On Friday, police moved in on Hines and group of other individuals as they convened in the West Main Street parking lot.

When he saw police approaching, Hines allegedly fled the scene on foot and lost officers following a brief foot chase, Conklin said.

However, Hines left behind the blue cooler bag, in which police found 22 oxycodone pills, .380-caliber semiautomatic handgun with its serial number filed off and a driver’s license and multiple credit cards belonging to Hines, Conklin said.

During the bust, Conklin said police also spotted a 15-year-old boy with the handle of a “large kitchen knife” sticking out of his waistband. When police moved to detain the teenager, he allegedly struggled with police, according to Conklin.

The 15-year-old was charged with carrying a dangerous weapon and interfering with police. His matter is being handled in juvenile court.

Hines later turned himself in to police. He was charged with carrying a pistol without a permit, alteration of a firearm identification number, possession of narcotics, possession of narcotics with intent to sell and interfering with police officers.

“This was a nice proactive arrest by Narcotics and Organized Crime, backed up by the Youth Bureau Division. Arrests like this go a long way to keep our community safe,” Conklin said.

Hines was released after posting a $100,000 surety bond. He is scheduled to be arraigned on July 20.
